Andy Furillo | Senior Planner

Andy brings a strong background in transit planning and policy to TMD. He joined the TMD team from Caltrans’ Transit Planning Office. There, he led the development of the department’s first Director’s Policy on Public Transit and facilitated statewide working groups to craft California’s strategy for implementing the transit and rail provisions of the Infrastructure Investment and Jobs Act. Before his work at Caltrans, Andy served as an analyst for the U.S. Government Accountability Office in Washington, D.C., where he advised Congress on the performance of federally-funded programs (including Federal Transit Administration grants) and recommended strategies to improve their effectiveness.

Andy’s passion for transit began during a study abroad semester in Seoul, South Korea, where he experienced the efficiency of subways, buses, and high-speed rail firsthand. Since then, transit has been Andy’s primary mode of transportation in every city he’s lived in, and he has actively advocated for improving transit systems. His experience includes interning at Circulate San Diego while earning his Master’s degree at UC San Diego, contributing to Arlington, VA-based Mobility Lab’s online blog, and serving on transportation advisory commissions for both the City of Davis and the Yolo Transportation District.
