In the Spring of 2023, TMD completed a Title VI Fare and Parking Fee Equity Analysis for BART, evaluating if the proposed changes in parking fees would have a disparate impact and disproportionate burden on minority and low-income populations. BART was proposing to change the fees charged for parking at its stations, as well as the hours it charges for parking. The proposed change was treated similarly to a fare equity analysis, as changes to parking fees impact the total cost of a trip for many riders. The analysis had three parts:

  1. An analysis of the equity impacts of increased parking fees on BART riders as a whole;
  2. An analysis of the equity impacts of increased parking fees on just riders that parked at BART stations;
  3. An analysis of the equity impacts of the proposed hour change.

In addition, as part of the project, TMD reviewed a Title VI analysis completed for a simultaneous proposed increase in fares, as well as categorized and analyzed public comments received for both the parking fee and fare increases. TMD’s analysis was submitted to BART for Board consideration in May 2023.

In the Summer of 2023, BART also contracted with TMD to complete a Title VI Sitting Analysis of the relocation of the BART Police Department (BPD) Headquarters (HQ) from a temporary facility site to a permanent modern facility that supports BART’s operations and needs to attract and retain officers. BPD HQ is currently located at the MET building and BART must vacate the MET building in 2026. BART’s Real Estate department identified three (3) potential site locations. TMD conducted a Title VI Equity Sitting Analysis of the three (3) potential site locations, as described in Chapter 3, Section 13 of FTA Circular 4702.1B, for the identified facility site locations, to determine if the relation would have disparate impact and disproportionate burden on minority and low-income populations. In addition to the Title VI Sitting Analysis, TMD categorized and analyzed public comments received. TMD’s analysis was submitted to BART for Board consideration in September 2023.
