The purpose of the project was to better understand the existing transit system riders, markets, services, and operation, while creating a long-range plan for the system’s sustainable future growth. The project included a comprehensive data collection effort involving both passenger counting and surveys of riders and non-riders, an extensive stakeholder and public outreach program, a detailed market and service evaluation, the development of service recommendations, a downtown operating plan, a BRT service operation plan for Route 1 RapidLink, and the evaluation of the relocation of RTA’s main operating facility to March Air Reserve Base.
