TMD worked with the Pinellas Suncoast Transit Authority on the creation of the Community Bus Plan. The Community Bus Plan component of the Greenlight Pinellas referendum was developed following a thorough analysis of existing and forecasted market conditions, ridership and service conditions, as well as conversations with community stakeholders and the public to develop a highly connective and efficient transit network. A capital improvement plan was also developed to guide investment in improved bus amenities. The Community Bus Plan and the broader Greenlight Pinellas effort carry forward PSTA’s mission of providing a robust and reliable transit system that can meet the travel needs of Pinellas County residents and provide strong regional connections to surrounding Tampa Bay area communities.
As part of the project, TMD developed a comprehensive and validated financial model that modeled operating and capital costs and revenues.
