Fresno Area Express (FAX) Title VI Service Equity Analyses

In 2020, TMD completed a service equity analysis for Fresno Area Express (FAX). FAX proposed a series of service changes to several routes in their network. TMD analyzed these proposed changes, first determining if the service changes met the major service change threshold set by FAX. Although not all proposed service changes met the major service change threshold, TMD analyzed all proposed service changes for potential disparate impacts or disproportionate burdens. TMD took a two-pronged approach, analyzing both the census demographic data of populations living within a half-mile of stops on the routes with proposed changes, and the demographics of riders, taken from a rider survey, on the routes with proposed changes. TMD identified potential mitigation measures where the potential for a disparate impact or disproportionate burden was found.
