TMD developed the phased implementation plan for the new Denver Union Station bus deck that included detailed operations staging and supervision, bay assignments, and access/egress by time of day and day of week. Detailed capacity and vehicle flow analysis was undertaken to minimize operating costs and disruption while facilitating recovery from events. The plan was implemented successfully with plan forecasts for service operation being met.
