This project evaluated the processes used by the scheduling department, the organizational structure of the scheduling department, and audited AC Transit’s application of HASTUSTM. It also reviewed the Collective Bargaining Agreement (CBA) language as it related to scheduling vehicles and bus operators. All scheduling department staff, as well as staff from other departments that interact with the scheduling department, were interviewed along with an examination of all relevant documents. The entire HASTUSTM scheduling process was examined in depth.

The audit resulted in 29 recommendations regarding scheduling department processes, 14 recommendations for changes to HASTUSTM settings, 12 recommendations for changes in the organizational structure and five recommendations for modifications to the CBA when it is negotiated. Recommendations have been implemented by AC Transit resulting in improved efficiency, responsiveness and accuracy of schedule department outputs.
