In 2021, TMD completed the NewBus Newark project, developing final recommendations designed to greatly improve the customer experience and reverse declining ridership. The intrastate network has remained relatively static for decades, despite revitalization in downtown Newark and significant changes and growth in the surrounding cities. Recent ridership decline (even before the pandemic) indicated that service delivery was not well-aligned with customer needs. Final recommendations focused on simplifying the network and making the routes and schedules easier to understand. The recommendations created a network of five-minute all-day services supported by a broader network of services operating every 7.5-10 minutes all day to provide the high frequency levels needed to generate and maintain ridership.
