In October 2019, TMD kicked off R.I.D.E. 2020 with Rock Region METRO in Little Rock, AR. R.I.D.E. (Route Innovation, Development, and Evaluation) 2020 is the first detailed look at METRO’s fixed-route network in 33 years. After one round of on-site public engagement in January 2020, during which TMD spoke with riders and stakeholders to learn about regional mobility needs and strengths/weaknesses of the network, TMD facilitated targeted virtual outreach sessions to continue soliciting valuable project input … even when the public health environment prevented the usual in-person sessions. Through the spring and summer of 2020, TMD drafted redesigned service plan scenarios and a newly-proposed funding contribution methodology. Incorporating the feedback received throughout the course of the project, as well as during the final public comment period in July 2020, TMD’s proposed service plans and funding contribution methodology were approved by METRO’s Board of Directors in August 2020, and are planned for implementation beginning in the fall. With the redesigned service plans – including even the cost neutral scenario, TMD has improved frequencies across the system, removed duplicative route segments and focused services around important corridors, added strategically placed microtransit zones throughout the service area, and expanded service spans systemwide to provide riders with access to transit earlier and later each day, seven days a week. By delivering these service improvements, as well as a more equitable and flexible funding contribution mechanism, TMD has provided METRO with a path forward to increasing ridership, enhancing transit service regionwide, and making transit a viable and sustainable resource in Central Arkansas for years to come.
